Reading the structure

The structure 2!c18!c describes everything after the country code and check digits. Each group is a length followed by a character type: n means digits only, a means uppercase letters only, and c means letters or digits. An exclamation mark means the length is fixed.

This matters when you are typing an IBAN by hand: in a group marked n, a letter O where a zero belongs is a structural error the checker will report, not a checksum failure.

Moldova is outside the SEPA area. It uses IBANs, but SEPA transfer rules, pricing and timings do not apply to payments there.
